Every organisation has a second procurement function: the one that runs on corporate cards, renewals nobody reviewed, and urgent orders raised outside the process. It is rarely large in any single line, and reliably large in total.
The fix is not another approval gate. It is visibility early enough that the buying decision is still a decision, and a catalogue that makes the compliant route the fastest one.
