Utilisation measures how full the calendar is, not what the calendar produced. Work that is heavily rewritten, scoped loosely, or delivered against an unpriced change still reports as time well spent.
Reading utilisation next to realised rate and rework tells a different story, and it is usually the story that explains the margin.
